- Individuals who have suffered damage to at least 60% of their bodies or a significant deterioration of their health due to torture, inhuman or degrading actions, unlawful punishment, unlawful deprivation of freedom, forced labor during wartime, or direct war danger.
- Individuals who have suffered damage to at least 60% of their bodies related to war events (bombings, street fighting, explosions, et al.).
- Individuals who have suffered damage to at least 60% of their bodies due to explosions of leftover war material in the aftermath of the war.
- Individuals who have suffered damage to at least 60% of their bodies related to saboteur-terrorist acts, which imperiled their safety and the constitutional arrangement of the Federation of Bosnia and Herzegovina.
- family members of those missing if the individual that is missing was a civilian, who is not a member of the armed forces.
- family members of those who perished in relation to war-time events.

Civilian victims of war have the following rights:
- right to disability benefits
- supplementary benefit for care and help from another person.
- supplementary benefit for orthopedic reasons.
- disability benefits for their family.
- help with healthcare treatment costs and obtaining orthopedic help.
- making fit work work (professional rehabilitation, pre-qualification, and additional qualifications)
- priority with employment
- priority with obtaining a residence
- psychological and legal help
O zakonskim pravima civilnih žrtava rata odlučuje u prvom stepenu Centar za socijalni rad ili nadležna opštinska služba za upravu prema mjestu prebivališta ili boravišta podnosioca zahtjeva

In regards to legal rights of civilian victims of war, this is determined by the Center for Social Work or the responsible county service for administration determined by the residence location of the individual making the request.
Utvrđivanje statusa civilne žrtve rata vrši se medicinskom dokumentacijom o liječenju izdanom neposredno nakon nastanka oštećenja organizma kao i odgovarajući dokaz izdan od strane nadležne institucije o nastanku okolnosti koje su dovele do oštećenja organizma.

Determination of status is done through medical documentation of healing issued directly after the initial injury of the body and relevant proof issued by the responsible institution after the creation of conditions that led to the bodily injury.
Lična invalidnina utvrđuje se u mjesečnom iznosu prema kategoriji oštećenja organizma, u visini od 70% mjesečnog iznosa lične invalidnine ratnih vojnih invalida. Prema Zakonu 50% sredstava za lične invalidnine se osigurava iz Federalnog, a 20% iz kantonalnog budžeta, odgovarajuće kategorije utvrđene po propisima iz Zakona o pravima branilaca i članova njihovih porodica, osim u slučajevima kada se radi o civilnoj žrtvi rata koja je poginula, umrla ili nestala.

Personal disability is determined in a monthly amount based on the category of bodily injury, starting from 70% the monthly amount of the disability benefits of disabled war veterans. According to the law, 50% of the amount for personal disability is secured from the Federal budget, 20% from the cantonal budget, and appropriate categories are determined based on the regulations of the Law on the Rights of War Veterans and their Family Members, except in cases involving a civilian victim of war that was killed, died, or is missing.
Redovni član Udruženja je:
- svaka osoba koja ostvaruje jedno od prava iz Zakona o osnovama socijalne zaštite, zaštite civilnih žrtava rat i zaštite porodica sa djecom.
- član porodice osobe poginule, nestale ili umrle, silovane i osobe koja je preživjela određene torture u logorima i sl. pod okolnostima i propisima Zakonu o osnovama socijalne zaštite, zaštite civilnih žrtava rata i zaštite porodice sa djecom.

A regular member of the Association is:
- Each member who fulfills one of the rights from the Law on Principles of Social Protection, Protection of Civilian Victims of War, and Protection of Families with Children.
- member of a family member of someone who was killed, is missing, died, was raped, survived specific tortures in camps et al. under the conditions and regulations of the Law on Principles of Social Protection, Protection of Civilian Victims of War, and Protection of Families with Children.
Prava člana su:

The rights of members are:
- to participate in the elections in the Union.
- to select and be selected in the organs and bodies of the Union.
- to participate in the work of the Union.
- to become familiar with all activities and decisions of the Union organs.
- to be regularly informed about the work of the Union and its organs.
Obligations of members are:
- to help bring about the accomplishment of goals and activities of the Union.
- to carry out decisions and conclusions of the Union organs.
- to settle their membership fees.
- to take care of other obligations that the member is assigned.
- to maintain the reputation of the Union, of the associations that comprise it, and other rights and obligations.
Za obavljanje utvrđene djelatnosti i ostvarivanje programskih ciljeva i zadataka Unija će sredstva obezbjeđivati iz slijedećih izvora:
- prihoda od članarine,
- prihoda iz budžeta kantona i općina,
- prihoda iz donatorskih sredstava i sponzorskih prihoda,
