Udruženje građana Unije CŽR u HNK je socijalna, neprofitna i nevladina organizacija koja obavlja socijalno-humanitarne djelatnosti i okuplja civilne žrtve rata u jedinstvenu organizaciju na području Hercegovačko – Neretvanskog kantona. Članstvo u udruženju je dobrovoljno. Član Udruženja može biti svaka osoba koja ostvaruje jedno od prava iz Zakona o osnovama socijalne zaštite, zaštite civilnih žrtava rata i zaštite porodice sa djecom i član porodice osobe poginule, nestale ili umrle, silovane i osobe koja je preživjela određene torture u logorima i sl. pod okolnostima i propisima Zakona o osnovama socijalne zaštite, zaštite civilnih žrtava rata i zaštite porodice sa djecom. U Udruženju CŽR-a nije dozvoljena rasna, nacionalna ili vjerska diskriminacija te ugrožavanje slobode i prava čovjeka.
Udruženje-Unija na prostoru HNK osnovana je 2001. godine i od tada provodi svoje aktivnosti u sjedištu. Unija CŽR u HNK sastoji se od tri članice i to: Udruženje građana CŽR Mostara, Udruženje civilnih žrtava rata Jablanica i Udruženje civilnih žrtava rata Konjic, koje su također registrovana udruženja i djeluju na području svojih opština.
Aktivnosti Udruženja-Unije odvijaju se na prostoru cijelokupnog kantona odnosno u opštinama gdje još nisu formirana udruženja.
DJELATNOST UNIJE
U ostvarivanju svojih osnovnih ciljeva Unija vrši djelatnost:
- potiče proučavanje problematike civilnih žrtava rata.:
- evidentiranje i okupljanje civilnih žrtava rata radi organizovanog djelovanja i njihovog efikasnog uključivanja u sve društvene tokove.
- praćenje i unapređivanje stanja u oblasti pravnog i socijalnog statusa civilnih žrtava rata,
- praćenje i ostvarivanje prava civilnih žrtava rata na invalidsku penziju, civilnu invalidninu, zdravstvenu zaštitu, dodatak na djecu, blagovremenu isplatu i usklađivanja novčanih primanja i ostvarivanja drugih prava,
- u cilju osiguravanja i poboljšanja socijalne sigurnosti stara se o obezbjeđivanju životnih namirnica, uslova stanovanja, pomoći u odjeći i obući, školovanju djece civilnih žrtava rata zapošljavanju i drugih vidova socijalne zaštite,
- prikuplja i raspoređuje humanitarnu pomoć za svoje članove.
- osniva preduzeća,agencije,klubove i druge privredne,humanitarne i uslužne oblike organizovanja radi zapošljavanja, odnosno radnog angažovanja civilnih žrtava rata i po tom osnovu ostvarivanja odgovarajućih izvornih prihoda, isključivo za potrebe svojih članova.
- stvaranja uslova i posredovanja u zapošljavanju civilnih žrtava rata na njima dostupnim poslovima i radnim zadacima,
- osposobljavanje za rad i brigu o dokvalifikaciji, prekvalifikaciji i školovanju civilnih žrtava rata i radno sposobnih članova uže porodice civilnih žrtava rata,
- rad na resocijalizacijii rehabilatacijicivilnih žrtava rata.
- staranje o nužnom izmještanju ranjenih i bolesnih civilnih žrtava rata i članova uže porodice na liječenje i rehabilitaciju izvan Federacije BiH.
- briga o djeci i članovima porodice poginulih odnosno umrlih civilnih žrtava rata.
- organiziranje i unapređivanje kulturno-prosvjetnih, sportsko-rekreativnih, informativnih i drugih aktivnosti civilnih žrtava rata.
- podsticanje i razvijanje raznovrsnih oblika druženja i saradnje među članovima Unije.
- uspostavljanje saradnje sa drugim, sličnim udruženjima i organizacijama u zemlji i inostranstvu.
- preduzimanje i drugih aktivnosti u vezi sa rješavanjem problema u oblasti zaštite civilnih žrtava rata i članova njihove uže porodice.

The Association of Civilian Victims of War in the Herzegovina-Neretva Canton is a social, nonprofit, and non-governmental organization which engages in social-humanitarian work and gathers civilian victims of war in one organization from the Herzegovina-Neretva canton. Membership in the organization is voluntary. A member of the organization can be any individual who is covered by one of the laws of the
Law on Principles of Social Protection, Protection of Civil Victims of War, and Protection of Families with Children and a member of a family who had a family member who was killed, went missing, perished, was raped, underwent specific kinds of torture in concentration camps and similar things under the circumstances and conditions of the
Law on Principles of Social Protection, Protection of Civil Victims of War, and Protection of Families with Children. In the Association for CVW, racial discrimination, discrimination on the basis of nationality or religion, and discrimination of freedom and human rights, is not permitted.
The Association-Union on the territory of HZN Canton was established in 2001 and since then has implemented its activities at its headquarters. The Union of Civilian Victims of War in the Herzegovina-Nerteva Canton is constituted by three member organizations, which are: the Association of CVW Mostar, the Association of CVW Jablanica, and the Association of CVW Konjic, which are also registered organizations and work on the territory of their own counties.
The activities of the Association-Union span the territory of the entire canton—that is, in counties where associations for civilian victims of war have not yet been formed.
ACTIVITIES OF THE ORGANIZATION
In accomplishing its primary goals, the Association is engaging with:
- studying the problems of civilian-war victims.
- recording and gathering civilian victims of war in order to organize activities and ensuring the effective participation of civilian victims of war in all social events.
- tracking and promoting the legal and social status of civilian victims of war.
- helping civilian victims of war realize their rights and tracking this process in relation to their disability pensions, civilian disability benefits, health protection, supplemental income for their children, prompt payment and harmonization of financial receipts and the realization of other rights.
- with the goal of securing and improving social security, looking into securing living necessities, housing conditions, helping with clothing, educating the children of civilian victims of war, assisting civilian victims of war with finding employment, and also ensuring other types of social protection for civilian victims of war.
- gathering and distributing humanitarian help for its members.
- establishing companies, agencies, and clubs and other economic humanitarian-and service organization types regarding employment--or rather work engagement of civilian victims of war and on that basis the realization of respective sources of income, exclusively for the use of its members.
- creation of conditions and mediating in the hiring of civilian victims of war for available jobs and work assignments.
- preparing both civilian victims of war and work-capable members of their immediate families for work, and also helping them with obtaining additional qualifications, necessary prerequisites, and their education.
- working on the resocialization and rehabilitation of civilian victims of war.
- looking into the necessary transportation of wounded and sick civilian victims of war and members of their immediate families to healing and rehabilitation outside the Federation of Bosnia and Herzegovina.
- care of children and members of the families of those who perished during the war.
- organizing and promoting cultural-educational, sports-recreational, informative, and other activities, for civilian victims of war.
- encouraging and developing various types of socializing and cooperation among the members of the Union.
- establishing cooperation with other similar associations and organizations in the country and abroad.
- taking on other activities related to resolving problems in the area of protecting civilian victims of war and the members of their immediate families.
